Preventing drunk bullies from going bar to bar & beating up patrons is a bad thing?

They already do this in Vegas with known casion cheats.

If you have nothing to hide why should this be a problem? I feel it is a good idea as just down the road from me older people are intimidated and bullied by young kids (about 12-17). Despite pestering the police they have taken no action. The thought of serving a drunken and abusive individual certainly doesn't appeal to me.
